Avi Kupfer is an appellate lawyer whose practice focuses on litigation involving government regulation and enforcement. He also represents clients in developing legal strategies for proceedings before administrative agencies. He has substantial experience in environmental, energy, land-use, and transportation litigation – especially under Superfund, Clean Air Act, Clean Water Act, Endangered Species Act, National Environmental Policy Act, and Safe Drinking Water Act. Avi previously led the Land Law Branch of EPA Region 10 and served as an appellate attorney in the Environment & Natural Resources Division of the US Department of Justice.
