    Dr. Daniel Holznagel is a German judge, currently seated at Kammergericht Berlin (the Appellate Court for the city-state of Berlin). From 2017 to 2021, he was posted as a Legal Officer at the German Federal Ministry of Justice and Consumer Protection where he was involved in drafting the German Network Enforcement Act (NetzDG), a law that introduced standards governing how large social media platforms deal with user complaints about illegal online content. His work included overseeing administrative proceedings that resulted in the first sanction issued under the NetzDG, when Facebook was fined Euro 2 Million for inadequate transparency reports. Daniel holds a doctorate in Media Law and regularly advises NGOs on Digital Policy issues.
