    Thomas C. Baxter, Jr., is the managing partner of the Law Offices of Thomas C. Baxter, Jr., LLP, which provides legal services to financial-institution clients and their directors, officers and employees, and offers expert testimony and other specialized services.  Before starting his own firm, Mr. Baxter was Of Counsel in Sullivan & Cromwell’s Financial Services Group, where he focused his practice on advising clients in the financial services, insurance, securities and FinTech spaces. Mr. Baxter’s advice often touched on complex issues arising from banking supervision and regulation, investigations and enforcement actions, governance, compliance and risk management, crisis management and organizational culture. Before Sullivan & Cromwell, Mr. Baxter worked as a Federal Reserve lawyer, and from March of 1995 until his retirement in September of 2016, he held the official position of General Counsel and Executive Vice President of the Federal Reserve Bank of New York. Mr. Baxter’s extensive financial services experience comes from more than 36 years at the Federal Reserve, most in senior leadership roles, and from his private practice after leaving the Fed.  Mr. Baxter is active in the legal community as a member of the American Bar Association and the International Law Association. He is a Member of the American Law Institute and has been recognized for his work in the legal community. Mr. Baxter has published numerous scholarly articles about various legal subjects, including a book published by the American Bar Association on electronic transfers of funds, now in its fourth edition.
